I believe he thinks that it impedes, amongst other things, a proper work ethic. It is also fairly "absurd" from the perspective of those who wish to work more than 35 hours a week but who have to jump through all manner of hoops in order to do so.

So, he called the 35 hour workweek "absurd" or something like that; do you know what his particular rationale is for that?
